Effective October 27, 2025, MOCA has officially launched our annual fundraising campaign for SEAL Private Security Patrol.  Although contributions are voluntary, neighbors who contribute receive additional benefits under the program including vacation checks.
 
IMPORTANT:  While we continue to implement security patrol in our neighborhood to make our community safer, we need your help.  Although neighborhood patrol is an important component to security in our community, it does not prevent all crime that could happen in our neighborhood.  It is essential that we all continue to be diligent in our individual safety, watch out for our neighbors and keep your home and property secure.   Please keep in mind that although SEAL serves as a deterrent for crime in our neighborhood, things could still happen here.  We need to work together to keep our community as safe as possible.
 
SEAL Patrol allows neighbors to invest in a private, exclusive and designated patrol for our neighborhood that adds more coverage to complement the great work that our Citizens Patrol volunteers provide.  
 
Below is a Q&A providing additional information and addressing questions from the neighborhood meeting:
 
SEAL PROGRAM OVERVIEW
Q:  Why was SEAL selected as the security patrol provider for our neighborhood?
A:  Several years ago when we were evaluating security providers, the then-MOCA board considered specific patrol needs and scheduling, references from other neighborhoods, cost, reputation and insurance as major factors. MOCA also looked at other security companies and law enforcement agencies.
 
Q:  I've heard something about the Spring Branch Management District using SEAL.  What does this mean for MOCA?
A:  Some of you have asked why SEAL did not respond when you made a call, while others have had a positive experience when calling.  
 
The Spring Branch Management District (SBMD) utilizes SEAL for patrol throughout the broader area.  There is a contract in place between the District and SEAL Security Services to provide security support throughout the area.  This effort provides an "add-on" factor for MOCA. 
 
In other words, even at times when SEAL is not directly patrolling in our neighborhood, which we pay for, they may be in the general Spring Branch area and can respond to calls, if available.  We do not directly contribute to the SBMD contract; however, we do receive benefits.  Keep in mind that SEAL may not always be available to respond to our requests if they are not being paid by us and patrolling directly in our neighborhood at the time of the call.  The more money we raise, the more patrol hours we receive.
 
Q:  Should we consider an RFP process to evaluate SEAL and other potential security patrol partners?  What is the process?
A:  We continue to encourage neighbors to get involved and have encouraged people who may want a change to lead an RFP process.  We have yet to get any volunteers to do so but please email the MOCA Board if you are interested in helping.  We can continue to evaluate in 2026.

Q:  What are the benefits of the program?  If I contribute to the program, will I receive any additional benefits outside of those who don’t contribute?
A:  Neighbors who contribute to the SEAL program will have ability to participate in the Vacation Watch program.  You can also add the designated hotline to your security system call-back list.
 
In addition, Monarch Oaks receives the following benefits from the SEAL program:
1)      Highly trained security officers, many of whom are off-duty police officers, patrolling our neighborhood
2)      Armed officers with state-of-the-art communications equipment and marked vehicles
3)      Customized patrol program for our neighborhood with varying schedules to deter potential offenders
 
Q:  Does SEAL carry liability insurance coverage and in what amount?
A:  Yes, SEAL carries $3M in liability coverage.
 
Q:  How does the SEAL patrol scheduling work?
A:  The schedule fluctuates so that potential offenders are not aware of the times our SEAL patrollers will be in Monarch Oaks.  The patrol times are coordinated between SEAL and MOCA.
 
Q:  Will this program add value to our neighborhood/my property?
A:  Many neighbors feel that additional patrols, especially private security, add value to our neighborhood and increase resale value of properties.  In fact, we have received feedback from new Monarch Oaks buyers that the potential of SEAL patrol was a positive factor in considering their home purchase.
 
CONTRIBUTIONS AND FUNDRAISING
Q:  How much should I contribute?
A:  All contributions are voluntary, and any amount will be accepted.  SEAL patrol costs $35/hour, with holiday rates at time and a half.  For example, if you contribute $500 for the year, you are paying for 1.19 hours of time per month. It is important for as many houses as possible to collectively contribute so we can pay for as much time as possible.
 
MOCA has suggested $1-2/day which totals $365-730/year; however, every household has different financial situations.  We recognize that some may need to contribute less while others will be able to pay more. 
 
Q:  How can I contribute? 
A:  There are several ways to contribute. 
1)      MOCA Members can pay by credit card on the MOCA website.  Click on SEAL Security Patrol on the homepage.  Please note that credit card processing fees apply.
2)      Mail a check made out to MOCA to P.O. Box 55773, Houston, TX  77255-5773.
3)      Email moca@monarchoaks.com to coordinate dropping off a check or cash to a MOCA Board Member.
4)      Pay by Zelle!  List Monarch Oaks Civic Association as the recipient and use moca@monarchoaks.com for the email.  Designate SEAL and your address in the memo line. 
 
Q:  Can I sponsor my neighbor who may not be able to contribute and/or is on a fixed income?
A:  Definitely.  Please include an additional amount in your contribution and notate your sponsorship on your check or online, or email MOCA at moca@monarchoaks.com with the information.  We will notify your neighbor.
